Professional Discipline

As a specialist regulatory and professional discipline barrister, Ros acted as a Legal Assessor (independent Legal Advisor) to the Medical Practitioner Tribunal Service (MPTS) from 2010 - 2018.  She advised Panels considering the fitness to practise of doctors. Ros now defends Doctors who appear before the MPTS, and gives advice at all stages of the process.

Ros has also represented pharmacists and dentists before their own Regulatory Bodies, the General Pharmaceutical Council (GPhC) and General Dental Council (GDC), along with advising the Nursing and Midwifery Council (NMC) on Appeal.  Ros is also regularly instructed in Police misconduct hearings and military Courts Martial.

The following are quotes from different Chairs of Panels at the MPTS.  All were unknown to Ros prior to the hearing:

The Legal Assessor was excellent. Her written advice was precise and exactly to the point. She was unfailingly polite and helpful. She guided the Tribunal with great tact when necessary. She was particularly good at supporting an unrepresented doctor without getting drawn in. Her help with drafting the determination was exactly what we needed. Her understanding of the case and the issues was detailed and apposite. [2016]
Excellent on all of the indicated criteria. Legal advice was tailored to the specifics of the case (not general); understood her role very well and made appropriate interventions; all of the Tribunal members found her advice and assistance helpful and commented positively. [2016]
A first rate Legal Assessor. Guided the panel impeccably in terms of guidance on the law and on GMC / MPTS guidance. [2015]
Excellent advice, clear and specific. [2015]
Always very sound in her advice and in providing appropriate support to the panel. [2015]
Ros was extremely clear when giving her advice and her manner was authoritative without being over-bearing.
The best legal assessor I have worked with – tailors her advice, gives it in an appropriate manner, helps the panel when it is useful to do so, supportive of the panel chair without taking over.
Understood well, grasped the key issues, very supportive of panel. Panel unanimously felt that they wanted to say that they appreciated not only the clarity of the advice but that this (oral advice given during a hearing) had been drafted and worded for this particular case rather than being formulaic.
Understood her role and prepared her advice clearly on the computer. She gave advance notice to both parties of the content of her advice and showed them appeal judgments upon which her advice was based. Her advice was appropriate and delivered in a timely manner.
High quality advice offered consistently. Rosalind offered the right balance between an overly interventionist and overly “hands off” approach. Her advice was tailored to each case and was up to date.
Very good, gave clear appropriate advice. One of the best I have come across. Commended by others.
